Proposal of a New Homeless Shelter

Description

An urban and regional planner is trying to convince a City Councillor that a homeless shelter is much needed in the area. The city councillor is willing to meet the planner in her office and discuss some possible courses of action. Conflict arises when the urban planner is told that there is no guarantee to the development of the homeless shelter. The two must have a discussion to de-escalte the situation.
